Between the two, I would pick C. It will be better if you post all the options
In B,the sentence seems to suggest that the 'other graduates' have already planned to practice in socially economically deprived areas, but we are only gauging the likelihood of that happening between the two groups

'More likely than' and 'as likely as' both are correct. Just google using the two parts separately and you will find tons of hits were people have used both.
The problem with B is in this part -- 'who plan on practicing' this is correctly addressed in option C 'to plan on practicing' x is as likely as y to play the piano.

As far as I have read, GMAT prefers B.

Doesn't B leaves the meaning incomplete? I think some thing (like below) needs to be added to complete the meaning of B. Or is that implied?
