can anybody please explain me this question. i jsut dont understand it after reading it....

Real tax payer - software engineer : gives 3K out of 10K to govt.
govt employee - police force : gets 3K from govt to help software engineers from getting robbed his rest 7K.

If 3K tax is not paid the police will not get paid and there will be no one to protect
