A 1972 agreement between Canada and the United States

A 1972 agreement between Canada and the United States reduced the amount of phosphates that municipalities had been allowed to dump into the Great Lakes.
(A) reduced the amount of phosphates that municipalities had been allowed to dump
(B) reduced the phosphate amount that municipalities had been dumping
(C) reduces the phosphate amount municipalities have been allowed to dump
(D) reduced the amount of phosphates that municipalities are allowed to dump
(E) reduces the amount of phosphates allowed for dumping by municipalities

I know the above post has been discussed many times but I am really confused bw A & D option as i went for D thinking that the agreement is still valid. I would be really thankful if someone can put some light that why is D wrong...........

answer D ignores the sequence of tenses --> incorrect sequence past completed + present reduced + are allowed

The two past event happening are : agreement reduced, the amount that was earlier allowed, this earlier event need to preced an had+participle construction.

Hi Mohit,

In 1000 SC answer given is A not D :-(.....................which is the correct answer because OG says D right but 1000 SC says A right...............

1000SC is not 100% reliable. Use it only after you have thoroughly gone through all OG questions and explanations.
