i understand why E is correct. But this sentence 'requiring that.. '' is not taking this sentence into subjunctive mood??? if so, what's the problem with B? B is in subjunctive mood isn't it?

@kiranlegend, B is less preffered here becuse it is a passive construction, I think so. Between I chose B at the first instance
