IMO D---verbs single out and begin imply that we must have "impose" to keep things in the parallel structure. This boils down to B or D. I would go with "conclude to" rather than "conclude by"
IMO B---I narrowed it down to B or E but still not sure. This is really confusing.
IMO A--B and c are out because of tense conflict. In E, there is subject-verb disagreement. D is incomplete because of missing "is".

Thanks!
The first Q - I boiled down to B and D given the verb. Between them I didn't know what the correct idiom was.
Second Q - I agree with you it is confusing. I chose A because I thought they were trying to trick me I still cant logically figure it out.
Third Q - I choose D. I eliminated A and B because of tense but then was also stuck between the difference of EACH. I didnt know that had anything to do with it. What are key points to know about the word each?

The answer is D.
B - incorrect, for two reasons:
1. It is not United States government's satisfaction that is concluding it.
2. not parallel. Correct parallel structure would be some thing like:
enables (to) single out a country .... ,begin trade negotiations..., impose sanctions. here 'to' acts on all three verb phrases.
E. Incorrect. Imposing is not parallel.
D: meaning: The the discussion need to be concluded to USA satisfaction.
Conclude to my satisfaction ( think of like I did the the work to my satisfaction.
Edited to add the disclaimer: I am a student and not an expert. I am trying to share my limited knowledge.

Main clause, sub-ordinate conjunction + subordinate clause. The Acoma and Hopi are probably the two oldest surviging Pueblo communities, both dating back at least a thousand years.
A - both dating
B - both of which have dated
C - and each has dated
D - and each one dating
E - each one of which date
The Acoma and Hopi are probably the two oldest surviging Pueblo communities = Main caluse.
Now we are introducing a subclause (eliminate "and". because and combined two independent clauses)
CDE are out.
both of which have dated sounds awkward.
A remains.

In Question 1:
To has nothing to do with conclude in the sentence. To is part of the phrase to the United States government's satisfaction. To and satisfaction go together. Conclude means end in the sentence.
So D is correct.
