Added to the increase in hourly wages requested last July, the railroad employees are now seeking an expanded program of retirement benefits.

(A) Added to the increase in hourly wages requested last July, the railroad employees are now seeking an expanded program of retirement benefits.

Now b/w D and E

I See E as wordy composition hence IMO D

Please correct me if I am wrong.
C is grammatically correct but changes the meaning. 'retirement benefits added to the increase in hourly wages' - means that retirement benefits are added to the increase in hourly wages.

IMO E -- In option D the usage of 'that' changes the meaning of the sentence. Saying wages that were requested last july only point to wages of july --'restrictive'

Grammatically options E and D both are correct. It's just the subtle change in the meaning.

D is wrong because the use of were in
In addition to the increase in hourly wages that were requested last July
is wrong.It should be was.Since its talking about the increase and not wages.
E is correct both gramatically and in meaning.

1- Emboldened portion is opening modifier and it touched the noun.

I went with E for the exact same reason.

What is the OA?
