First interest rates has is correct
because the subject is rise
At first I saw the word interest rates and got carried away watch out for this
So eliminate C,D and E
out of A and B
We have regard to which is incorrect because it should have been regards to
So I go with B
because the subject is rise

A is unnecssarily wordy. I would go with B as well.

I am going with 'A'..
I have drilled down to two answer choices - 'A' and 'B'.
My reason to choose 'A' is that 'B' is 'too' concise..

Let us say that there is another issue which is ongoing in reference to the budget deficit and the sentence is explaining about it. The second statement means that the president's position is towards the deficit and not the issue...

Subject 'an unanticipated rise' needs verb 'has'. C, D and E OUT.
Between A and B....A is wordy OUT.
