Every answer choice but E can be eliminated based solely on parallelism:

A: ...try and establish....and to encourage. Not parallel. Eliminate A.

B: ...try and establish...and encouraging. Not parallel. Eliminate B.

C: ...try establishing...and to encourage. Not parallel. Eliminate C.

D: try to establish...and encouraging. Not parallel. Eliminate D.

The correct answer is E.
