Contradictory OG 110 Explanation

(C) funding for the development of the park, perhaps open to the public early next year, to be
(D) funds for the park's development, perhaps open to the public early next year, be
(E) development funding for the park, which could be open to the public early next year, is to be
Choice B is best. Choice A attaches the relative clause which could be open ... to the noun development, when, in fact, it is the park that could be open. Choice C omits that, the object of proposed that is needed to introduce the clause describing the proposal. C also uses to be unidiomatically where be is correct: the commission proposed [that] funding ... to be obtained is wrong. Choice D incorrectly uses perhaps open to the public ... to modify development; the phrase should modify park. Choice E, which seriously distorts meaning, says that the commission proposed development funding and that such funding could be open to
the public

in choice A which is referring incorrectly to park's development

Hi mundasingh123,

Since you didn't post a specific question, I'll point out what's wrong with the two answers that you high-lighted in the explanation (A and E).

Answer A modifies the wrong noun. Modifying words and phrases should be placed right next to the noun that they're modifying. The phrase "which could be open..." should be placed next to "park" because it's the "park" that could be open next year, NOT the development.

Answer E uses a modifying word incorrectly (The phrase "development funding" instead of "funding for the development of the park"). It's the park that's being developed, not the funding. Also, the verb phrase "is to be" is clunky.

the question is of subjunctive mood :
propose + that + be
"Is" is an indicative mood, so its usage is wrong

only B follows that form and which is correctly modifying park

(A) that funding for the park's development, which could be open to the public early next year, is
which os modifying development which is wrong

(B) that funding for development of the park, which could be open to the public early next year, be

(C) funding for the development of the park, perhaps open to the public early next year, to be
to be infinitive - incorrect

(D) funds for the park's development, perhaps open to the public early next year, be

Please help, could you tell me whether "that" is necessary in the expression "propose + that + be"? Is it OK to say "propose X be Y"?
And in the sentence "... propose that X, perhaps open to the public early next year, be Y", is "comma+open" correctly used to modify X? Is open a adj. or verb?

Here, open is an ADJECTIVE serving to modify park.
Since no verb is included in the portion in red, the implication is that the park WAS OPEN when the commission PROPOSED.
However, the intended meaning is NOT that the park was already open when the commission proposed funding but that it could be open EARLY NEXT YEAR.
Since the intended sequence is unclear, eliminate C.

To make the sequence of events clear, a verb is required in the red portion, as in the OA:
The commission proposed that funding for the park's development, which could be open to the public early next year. be obtained through a local bond issue.
Here, the verb in blue makes the intended sequence crystal clear.
