The question can be rephrased as,

Is 4^x/3^y<1?

stmt1,

x=2y

4^(2y)/3^y

16^y/3^y

since y>0 whatever value of y ,16^y/3^y>1

Suff

Stmt2,

y=4

-->4^x/3^4

We don't know value of x.
