IMO B because it shows that Express has more customers than the other company but the other company has more complaint calls-as stated in the passage- so the ratio of call complaints to the number of users for the other company is higher that that for Express.

I guess E cannot be the answer as here you are assuming that the PUBLICIZED aspect is actually having its intended affect on users.

You need to find out whether the software is difficult to use. For choice B, Let's take some numbers here:
Express customers - 75, Writewell - 25
Number of calls - Express: 3, Writewell: 12
As you can see from the numbers above, express has more customers who use the software but very few people complain about it. Whereas Writewell has only 25 customers and more than 4 times customers have complaints.
