I wonder, why choice (B) is incorrect.

55 percent more delay simply means - longer duration of delay whereas 55 percent increase in delays refer to increase in the number of flights getting delayed, which is what we need for this sentence to make sense.
Getting defeated is just a temporary notion, giving it up is what makes it permanent.

B leading to 55 percent more delay at airports and prompting
E leading to a 55 percent increase in delays at airports and prompting
Delay vs delays could also be a reason ?? plural form will be more apt here. Hence u can choose E

If option B really said "delays" instead of "delay", then it would be factually correct and thus the most concise option.in fact if you take a closer look at the OG12 options

But because it doesn't do so, E is the best choice here.
