You need "while some propose ... others suggest". So, discard A and B
C - too many incorrect -ing forms.
D - "reducing" is preferred over "the reduction of". "by calling for ..." is
awkward.
I'll go with E as well.

Old thread.. I am not sure if anyone wud reply..
In this the third part of sentence is not considered for parallelism ..
the OA says "Some propose.. others suggest .... and still others are calling ?"
Should it not be (c) .. Some propose , Others suggest ... and still others call...
Can someone plz explain ?

In C, "for increasing ... the incentive for pirating" is awkward.
Purpose is best indicated by "to + verb". "To increase ... for pirating"
is preferred.
