Statement 1 tells us nothing about how quickly Vincent chops down trees.

From Statement 2, it takes Vincent twice as long as Roger to chop down trees, so if Roger chops down four in 1 hour, Vincent chops down four in 2 hours. The answer is B.

The wording here is too imprecise for the GMAT, though.
