A) if affordable
B) when it can be afforded
C) if they can afford it
D) when affordable
E) if it should be affordable

OA : C

Why choice A wrong?

Here, the portion in red lacks a clear subject.
A reader could make any of the following interpretations:
Making the pilgrimage to Mecca at least once in a lifetime, if [making the pilgrimage is] affordable, is one of the five obligations of devout Muslims.
Making the pilgrimage to Mecca at least once in a lifetime, if [the pilgrimage is] affordable, is one of the five obligations of devout Muslims.
Making the pilgrimage to Mecca at least once in a lifetime, if [Mecca is] affordable, is one of the five obligations of devout Muslims.

Since the intended meaning is unclear, eliminate A.

Also:
affordable = inexpensive.
In A, the usage of affordable implies that devout Muslims are obligated to visit Mecca only if the visit will be INEXPENSIVE.
Not the intended meaning.
The intended meaning is that devout Muslims are obligated to visit Mecca if THEY CAN AFFORD TO DO SO.
Eliminate A.
