I am having some trouble thinking of examples in 15 seconds, any thoughts or advice on this?

Practice is the only thing that comes to mind. Unfortunately, I don't have a shortcut. Or just use the first idea that pops into your head? I had a question asking me about someone I'd like to meet and I just used Tiger Woods, because that scandal had recently broken out and he was the first person I could think of

Tips for improve the TOEFL Speaking"
* Structure your response as a mini essay.
* Make sure your response has an introduction, a body and a conclusion.
* Use transition words to guide your listener in a logical, organized way.
* Use clear English in a confident, expressive way.
* Give two or three reasons to develop your response and to avoid going round and round only one point.
* Use verbs rather than nouns.
* Speak at an even pace.
* Say the endings of words fully.
* Structure your response as a mini essay.
* Make sure your response has an introduction, a body and a conclusion.

I had the same problem as you. I too had a major problem with speaking within the time frame. I suggest you visit this site - https://www.notefull.com/ The founder Joseph Miranda gives amazing tips on Speaking (He actually has videos on how to tackle all the parts of the test. But I found his videos on Speaking the best). He also has his videos up on youtube.
I followed his tips and scored a 29 in Speaking.
