I believe the answer is A.
THis is because "significant" is used correctly and "which" modifies housing integration (as housing integration is what reduced any future need for busing)

Sorry but A is bad: integration plans = plural != increases . Thus A is out.
I am with Cans here and IMO C
Reasons for C:
1) Parallel : increase shall follow a decrease or reduce
2) ignorning unnecessary adj like significantly and some other data, the sentence looks like
Integration plans increase house integration which inturn 'reduces' other need.
3) reduces = singular = house integration
'which'.. shall refer to the phrase/noun ahead of it..

Plural plans doesn't agree with singular "increase" so it cannot be A, and reduces cannot agree like the same way , I will go with E.
