The population of desert tortoises in Targland's Red Desert has declined, partly because
they are captured for sale as pets and partly because people riding all-terrain vehicles

A - it's a minor detail briefly mentioned in the stimulus, and has no bearing on official's prediction.
C - irrelevant to the prediction. There's nothing in the stimulus to directly connect this piece of information.
D - irrelevant as well. Keep asking yourself what the main point of the prediction is.
E - this one should be very easy to eliminate.

B - correct answer.

It's impossible to read the stimulus as it was shown. You should put in some effort to make the question readable.

In evaluate the argument question, check the answer options with YES/NO question?The one which both strengthen and weaken the argument is correct answer.

Check with option B.

Whether Targland is able to enforce the regulations with respect to all-terrain vehicle entry at points other than the current access routes

YES

If Targland enforce the regulations for all terrain vechicles, then it will be harder to capture the tortoises and the plan works.This strengthen the argument.

NO

If Targland can't enforce the regulations for all-terrain vehicles, then people still ride vechicles into the desert and capture them.In this case the plan will fail.This weaken the argument.
