Advertising that one of its many attractions has been the recent growth in per capita income among its citizens, Town A pursued its campaign to draw new businesses to the area.

Verb tenses in a sentence must indicate the sequence of events. Here, the verb pursued sets the perspective for the rest of the verbs in the sentence. Since the growth in per capita income occurs before Town A pursed its campaign, the verb tense must be had been, past perfect, not has been, present perfect. Choice (C) ' s was would show both actions happening concurrently and is, therefore, incorrect. Thus, only choices (B) and (E) can be correct. Since Town A is a singular noun, choice (B) ' s its is the proper possessive pronoun, not choice (E) ' s their. Choice (B) is correct.[/spoiler]

My question

In that case should it not be "has"[/spoiler]

in that case the s/c wud mean that the town pursued its campaign, before the growth in per capita income.....
and that wud have been wrng

have is plural
has is singular, right?

one of its many attractions 'has' been
