(A) However much United States voters may agree that
(B) Despite the agreement among United States voters to the fact
(C) Although United States voters agree
(D) Even though United States voters may agree
(E) There is agreement among United States voters that

A is the answer
Should nt it be 'However many United States voters may agree that' as voters is a countable noun

I know it sounds little weird Much...but I think that is best available answer, but I do agree with you it should be many..

May be experts can comment on this!!!

"Much" here refers to the level of agreement, not the number of voters in agreement. "However much" is an idiomatic usage, and is correct here.
