My question is that the pronoun, they, can be used even its real noun, Muslims, is located behind of the pronoun.

Yes, as long as the pronoun is a "match" for the noun (and the pronoun is not ambiguous), then the pronoun can come first. Usually the noun will appear earlier in the sentence than the pronoun though, so the question you've listed wouldn't be too common on Test Day.
