Making the pilgrimage to Mecca at least once in a lifetime, if affordable, is one of the five obligations of devout Muslims.
A) if affordable
B) when it can be afforded
C) if they can afford it
D) when affordable
E) if it should be affordable

then answer is C

My question is that the pronoun, they, can be used even its real noun, Muslims, is located behind of the pronoun.

Hi allfta,

Yes, as long as the pronoun is a "match" for the noun (and the pronoun is not ambiguous), then the pronoun can come first. Usually the noun will appear earlier in the sentence than the pronoun though, so the question you've listed wouldn't be too common on Test Day.
