The increase in unemployment rates, coupled with significantly increased retail prices as well as energy costs, are forcing many homeowners to look into alternative sources of fuel in order to save money on winter heating.

I'd bet for C

coupled with its just an appositive. Hence it should be a singular verb = is

"is" is correct ....are and have been or had been doesn't agree..
unemployment rates seems to be better than rates of unemployment
So C is correct
