How to find the primary purpose

Hi
Could an expert please tell me what should the primary purpose focus on
The sketch of the rc is like this

[One advantage of a phenomon.]
[Illustration of this phenomenon by some entity that could be an example of this phenomenon.--------------------------------------------------------------------------------------------------------------------------------------------------------------]
[NEW PARAGRAPH
a statement regarding this entity
why this statement ]
The Rc starts with a statement about a phenomenon that is then followed by an example that illustrates this advantage .

The new paragraph only talks about this entity , throwing light on something that is not true or something that doesnt work for this entity .


Could an expert please tell whether the primary purpose will be something that focuses on the phenomenon or the entity . The 1st paragraph deals with phenomenon and the example that illustrates this phenomenon .
The second para only focuses on the the example or the entity .There is no mention of the phenomenon in the 2nd para .

I think its phenomena.

Anyways reading the Comprehension would have given a better idea.

I felt when reading non-fiction texts, readers use headings to determine the purpose of individual sections.
