Algebraically:
3x = 4 (x-15)
solving x = 60
total cost 3x = 180
SUFF

4 (x-15) does it mean that you reduce the cost for 4 friends instead of 3, as it's tated in the question?

Yes, each of 4 friends will pay less then 3 friends.
Total cost of car rent was the same
