A - which usually follows a comma. Moreover, originate is a verb here and perpetuated is a participle
B - originated is the simple past tense of originate and this is not parallel to perpetuated
C - originated is a verb
D - Originating is a participle modifying language variations and is parallel to perpetuated by geographic locations - Correct
E - Perpetuating by is wrong

why is it D or E and not B?? Without a suitable modifier like 'which' or 'that' the above sentence reads like two independant clauses without any relation between them. Option B corrects this but the sentence is trying to potray a situation which will remain true irrespective of television; i.e. regardless of popularity of television regional dialects will continue to originate from diverse ethnic and cultural heritages. Hence a participle is more suitable here than a perfect tense. Hope it made sense!
