IMO D
(A) as well as the chilling effects of terrorist activity that is persistent
(B) and the chilling effect of terrorist activity that is persistent (not concise and wordier than D, persistent terrorist activity clearly conveys the intended meaning in fewer words)
(C) but persistent terrorist activity has had a chilling effect too
(D) and the chilling effects of persistent terrorist activity (you can't say a chilling effects because effects is plural, so the is correct)
(E) as well as the chilling effects of terrorist activity that persists

IMO D.
D is more concise and clear.
as a result of X and Y is the structure here and there is no rule on X/Y should be singular/plural.

There is no need for parallelism here. 'Cotton prices increased as a result of inflation and taxes'.zaarathelab wrote:isn't chilling effects (plural) in D not parallel to the singular result and stretch?

Getting defeated is just a temporary notion, giving it up is what makes it permanent.
