I came across a SC que. in KAPLAN cat. The correct answer choice was like below.

'The Tale of Genji is considered by historians to be world's first novel.'

It does not seem correct to me.

Correct options are below if we follow the 'Consider X Y' rule.

1.Historian consider The Tale of Genji world's first novel.
2.The Tale of Genji is considered world's first novel by historians.
