(4) A weekly magazine devoted entirely to high school football is published in town A, where high school footbal is considered
the most popular sport.---Town A has a weekly magazine entirely devoted to school football, which is most popular in town A . So the overall sales of magazine includes these weekly football magazine. Weekly football magazine is diff from sports magazine about international sporting competitions. Hence people of town A may not be as informed about international sporting competitions as TOWN B .. Hence this weakens
(5) The average price of a magazine subscription in Town A is lower than average price in town B.---Neither weakens nor strengthens.

Mu understanding is :
Average price of the magazines has no role to play over here. Its irrelevant to our discussion.

Tricky one...

Option E.....yes the prices are low in town A and that makes them more aware about international sports because they read more (they have cheap access to media so they are better informed....this strengthens the argument that they are well aware ).
Option C weakens the argument by saying Town B ppl are more informed by watching television. Here we have except question. So it can't be C.
Option D says citizens of Town A are informed about only local sports but not about international sports. So this weakens the argument.
