I am not sure why D is wrong in the above question. “linked” would denote intention and that should be fine. The completion…..linked Manhattan with New Jersey’s highways, which permitted 2,000 cars to pass through each tube every hour and was hailed as the decade’s $48 million engineering masterpiece.
Could you please explain why C is correct because from my understanding we use the ing form when there is no intention, like the effect is unintentional. However, here the effect is intentional.
