A -> 'Searches' cannot get discouraged. Eliminate.
B -> 'Searches' cannot get discouraged. Eliminate.
C -> no need of had. 'Had' suggests that the shareholders were searching for opportunities even before they got discouraged. Not the intended meaning.
D -> Subject - Verb disagreement. 'Companies' is plural while 'its' is for singular.
E -> Correct. 'shareholders' clearly indicates that shareholders are discouraged and after getting discouraged, they are trying to find alternatives.

Hi,
Discouraged by new data that show increases in toxic emissions from domestic factories, is a Dangling modifier. if you ask the question who is discouraged? The answer is Shareholders. So they should be close this dangler. So there is an error in the question. So eliminate option A,B & D.
The options left are C, E. If you look at option C, it is not clear that the shareholders are looking for alternate investment opportunities. So C is eliminated.
The only option left is E. Hope this is clear!
