C - use of WOULD is wrong in IF clause. IF clause never take WOULD(or any of its forms).If the Metropolitan Museum of Art would not have decided to display together the 34 paintings, 58 works on paper, two sculptures and sundry items including prints, that make up its Picasso collection
However, I donot think B is better than A.IMO B changes the original meaning by using MAKE while A says items are part of collection from sometime in past (and continues)

Yes even I believed "would" shouldn't appear in the If clause, however in below link one expert said "If clause can conceivable have would or could in it" so I was confused.. here is the link

As the others have noted, the "would have decided" verb tense is the problem in C. The correct construction with "if" is:
If someone had done something, a result would have happened.
Think of it this way: an "if" conveys that something is hypothetical. So does "would have." If we put them in the same clause, it would be redundant.
Furthermore, C has an unnecessary comma before "that."

For hypothetical constructs, the following two structures are most appropriate:
"...If had......,then would have....."
Or
"...If were...... ...,then would....."
"...If had......,then would have....."
Or
"...If were...... ...,then would....."

my question is regarding the use of including.
What is 'including' modifying?
Is it the whole list before it or only the sundry items?
