IMO D,
> a verb preferred over a noun .
> participate in is correct

D seems correct and concise but A has nothing wrong expect that 'while they participate' is redundant as contestants will participate in the test and tournaments unlike spectators.

i feel D is correct

A,B,C - "they" refers to whom is not clear
E- change the meaning. it shows as if test adm r giving permission to music

one reason is for music changes the intended meaning.as in we dnt know whether its for playing music or listening music

secondly to give permission(wordier) can be concisely said as to permit
