Of all the options, IMO A is better.

C& D are wrong. "an increase" modifies "years".

D changes the meaning. "restrictions" include three pollutants?? no. it should have listed out 3 kind of restrictions for D to be correct.

E is correct. it says "restrictions ON" A, B and C.

D is parallel to "appear". I'm not sure why E is correct as E changes the meaning. What is the source of the question?

[spoiler]OA is E. I was stuck between D and E and I finally chose D because, in E BY reducing needs to be parallel with BY letting, not LETTING. Any idea why E is correct without BY parallelism? its a OG question.[/spoiler]
