A uses "has" but we are talking about an event that happened in the past so "has" is not appropriate

So am I correct if I say - you have to understand the question logically to check whether past perfect would fit in the sentence. For example, both forms of the sentences, that we are discussing, are correct. it depends on what is the context of the sentence. but "thought" is in past tense...

It is plural - that is why it has to followed by provide.
