1) Can range be negative?
On the GMAT we take the range to be positive ...as far as i know
2) Is 0 a multiple of every number?
Yes 0 is a multiple of every number ..i confirmed it in the Barrons GRE quide

Manhattan SC is by far the best for SC ...
As for the GMAT math bible is have not heard about it ...i looked up google ..for it ..its a pdf file worth $50 ...anyone have any idea how it is ...has anyone used it

Just to add to what camitava has said ..the other way of looking at it is that which here is acthing an essential clause that cannot be omitted in the sentence ...the only option that has it is C and besides that the concept being tested here is parallelism is only present in C and E ..but E does no...

Say x = 1/8 or 1/4 or 1/2 ...
From 1 16X is an integer ..not putting above values in 1 we get that tenth digit is not zero
Hence sufficient
From 2 also we get the same thing ..

Given D = 2 Hence circumferenec wil be pi * d = 6.28 approx
Time taken will be 6.28/3 = a number bwtween 2 and 2.5
