"between" used for 2 things so B and D out.
"on" is a preposition and hence comparing (present participle) is incorrect, comparisons is more appropriate here.

Agree with A as answer.
1) when the numbers are all reduced by same percentage the SD is reduced by equivalent percentage.
2) any two set of numbers can have same average but different SD, hence not sufficient.

IMO: 16 is the answer.
8sqrt2 is comes out to be the side. try putting in 8sqrt2 and solving perimeter, it does not match the given condition.
