I would echo Jon's assessment here. We've worked with folks in that vicinity successful - read here.
The goals bit however should be thought through well. A PTMBA does not by itself lead to a career/sector/employer change.

Well, as you may have read in the article I shared, the maximum mileage from EMBA is possible at your current recruiter. Beyond that, it really depends and very hazy. UCLA PGPX program isn't well know, INSEAD slightly better off but only slightly.

Yes, those programs are designed for Indian candidates though bear in mind that EMBAs have very limited pull in general. Read here.
If you are exploring these options, I would also recommend checking out the ISB PGPMAX program in case you qualify.
