In option A - "However much scientists may agree that" is "much" is acting as an adverb and is modifying verb agree. Is that so?

Hi,
I would request an expert to kindly explain this.
We need to understand -
So in a sentence where series of action took place in past and the earliest action is in simple past tense - how do we handle the successive actions?
