Since you said Condition II is easy, it probably helps if you rephrase the third condition this way :
III) x^4 + x^3 < x^2 + x^5
Now, Stmt III is similar to statement II.

I am getting 30% (B). 2 sets of 3 member parties out of 6 is equivalent to AAABBB since who goes into which committee is irrelevant. You can try to extract common elements out. Here try taking 10^2 out.
10^2(10^6 - 1) / 10^2(10^5 - 10)
= (10^6 - 1) / (10^5 - 10)
which is approximately equal to 10^6 / 10^5 = 10
