Past perfect is used when you have two events in past and one event happened before the other event, but here after climate changed,pastures became deserts inhabitants withdrew and not before hence the use of past perfect in B is wrong.
Here a simple past is required and C provides it.

That was a tough one, as i chose D because the goal of being eco friendly was weakened here.
But the Wine representative states that there will be no threat to the landfills from red wine corks after the transition but fails to account for the wine bottles bought before transition.
