"Every one" refers to individual police reports. This is the reason why we need to use 'has' instead of 'have.'
'They' is plural and the reference is to an individual police report so the correct word here is 'it'.

B seems to be 'best' fit among the answer choices available. However, I am also not comfortable with the 'much' at the beginning. Transgressions is countable and therefore 'many' is the better option.

I chose B because there is a 'is' at the beginning of the sentence, whereas C does not have this. This made more sense to me. Could C be crossed off on this basis?
