IMO A-30
No 3 is exactly opposite to 18 so there are total 16 chairs including no 3 and no 18 on one side of the circle.So 14 more chairs are to the other side since the chairs are placed symmetrically.So 16+14=30 total chairs.
Guys correct me if i am wrong.

sorry guys......the Gmat pressure is building as the test is approaching..i saw the explanations and rectified the mistake.
actuall i had seen the explanation for the spoiled apples question which was wrong!!!!

Please see the two examples below and their solutions posted on this forum-majority of the responses were for the same answers. i.e for the 1st question majority explained their answer as D-1/2 and for the second question the answer as D-21/45.
