my answer is C
EXPLANATION:
statement 1)
gives only the ratio of length to width so can't find the width
L:W=7:2
statement 2)
gives 2(L+W)=396, which is not sufficient to find W
1) & 2) together 2 unique and different equations so the two unknown terms L and W can be found.

.. the argument is that, C does not belong to T, all P belong to T and finally no P belongs to H. The necessary assumption is no C belongs to P and hence my choice is E Though choice B looks plausible we cannot conclude or assume that all H are C, since it could be belong to some other type also.
