Yes, A is correct.
A line with positive slope passes through Q1 and Q3
A line with negative slope passes though Q2 and Q4
Examples shown in the attached image.
B is insufficient, a line with y intercept -6 can pass through Q1, Q3,Q4 OR Q2, Q3, Q4 OR may be parallel to X-axis

A&B Wrong -- "it" doesn't agree with plural "homes"
C Wrong -- "making them while not having", here 'them" refers to settlers (we are making houses not settlers).
D -- Correct
E Wrong-- Here subject is "Homes". Homes making ... doesn't make sense
