to continue with trueplayer:
11X+12Y=80 to find the combination which makes up 80
just list multiples of 11: 11 22 33 44 55
multiple of 12: 12 24 36 48 56
the combination is: 4 & 3 hence: 4+3 = 7 (B)

Since the problem states that the reactions are same after modification, just equate them:
-> a²/b = (ax)²/2b (the constants are canceled out)
-> a²/b = a²x²/2b
-> x = √2 =1.4
Hence % increase = (1.4-1)x100 = 40%

The other approach is:
notepads of same size and same color = 2 x 4 =8
(2 size times 4 colours)
notepads of same size and of 3 different colors = 2 x 4P3 = 8
(permutation of 3 diferent colors from 4 colors times 2 different sizes)
total combination = 8+8 = 16

Just convert it into an equation:
let C = total comimtee members, ans P = population, question is, is P ≤500000
The given data can be transformed to: C = 25+(P-50000)/30000
1) C is know hence can solve P, sufficient!
2)C is given for P = 3P, again can be solved , hence sufficient!
ans = D

The key here is atleast 1 french teacher:
so it is the sum of combinations of 1 french teacher + 2 french teachers + all 3 french teachers
(If 4 are french teachers then remaining 6 are either spanish or german)
-> 4C1x6C2 + 4C2x6C1 + 4C3
= 60+36+4
= 100
