hi. the problem with "A" . is quicker is an adjective,which modifies noun. but we need an adverb "quickly" to modify the verb "implemented".

IN "B" THE PHRASE-"USED TO PROMOTE NEEDLESS SURGERY" PRESERVES THE INTENDED MEANING OF THE SENTENCE.
BUT IN "C"- THE PHRASE " IN PROMOTING SURGERY" CHANGES THE MEANING , IT SAYS THEY(CONDITIONS) ARE USED IN ALREADY PROMOTED SURGERY,MEANS PROMOTING-ADJECTIVE ,SURGERY-NOUN

IN "b" "rising priceS(rising- adjective, prices-noun)" plural subject, doesnt agree with singular "has created" and thus wrong.
correct answer is "c"
