hi. the problem with "A" . is quicker is an adjective,which modifies noun. but we need an adverb "quickly" to modify the verb "implemented".

IN "b" "rising priceS(rising- adjective, prices-noun)" plural subject, doesnt agree with singular "has created" and thus wrong.
correct answer is "c"

i hav a question about answer choice "A" -IF WE REMOVE A MODIFIER AFTER phamaceuticals(cuz they are set off in commas)
then THAT wud refer to pharmaceuticals , isnt this sentence right?
