California College of the Arts looks good but their description is pretty vague...seems its par-time program. Can't make out the duration and seems they don't require GMAT

Thanks. If you could give a reason too, it would really be helpful. "That" introduces an independent clause. Subject of the IC in this case is "He," which is a singlur third person pronoun. Hence, a singular verb is required i.e. finishes. How about this? The board of directors ...
