I am no expert, but I remember reading somewhere that the proper use of the idiom "so...that" is to place the "so" next to the word that needs to be intensified. This might be a reason for E not to be correct. Thanks for that and you are correct, I checked up on one of the forum...

No idea how to determine if data is sufficiency, the answer is E that neither statement provides us with sufficient data.
How do you approach this question. I do not understand the question on its own.

The rule is

:arrow: As - used to compare two clauses.
so the answer can be A or C.
C is changing the meaning/scope of the sentence to one student.
A is the answer
