I can only use example actually. Let a is 3 and b is 6. Also plug in k = m = 2
Here we get 3^2 is a factor of 6^2 (9 is a factor of 36)
However 3^2 is not a factor of 6^1

Statement 1 tells us a is a factor of b. The statement above is true only if k <= m. So IMO answer is C. What's the OA?
