I have used Rahul's approach to solve this problem. The mistake I made was that I counted that there will be 72x31 of non-0 pairs and 9x24 0 pairs. By the way, I was also a bit surprised that my Q47 and V37 only gave me 680. I have seen a lot of people reporting 690 or even 700 with these results. Perhaps this is another reason why I figured, the 700s is not that far away for me :)

Hi! Apologies if this sounds trivial but just trying to make sure I am getting this fully. I now understood why we got 25% and just trying to think about this problem in reverse. If we were asked to maximize the ABC, would the answer be simply 75%?
